Bill Wilson joined the Westside Citizens Patrol in 1988 and has been on the board of directors for 16 years, serving as president for four years. Bill was on the Committee that set up the first Citizens Patrol Symposium in Kelowna, and served on this committee for seven years. As well, Bill served five years on the Kelowna Citizens Patrol Steering Committee. He set up the Westside Emergency Call out Unit in 1999, and is still the Coordinator. During that time he put on numerous training sessions at Citizens Patrol Symposiums in Kelowna. Bill has been a mentor with Restorative Justice for three years in Kelowna and is on the Board of Directors of B.C. Crime Prevention Association.

Since 1999, Lisa Mock has been fighting crime in her capacity as Program Manager for the Surrey Crime Prevention Society's Mobile Patrol Team. Her dedication and exceptional abilities earned her the Arnold Silzer Community Policing Award at the 2005 Police Officer of the Year Awards which is an annual event sponsored by the Surrey Chamber of Commerce. As a result of her considerable experience and skills, she is called upon to share her expertise with many district volunteers and Citizen's Crime Watch patrollers.
When Lisa is not fighting crime, she is a happily married wife and mother. Because her son is involved in swimming and scouting, Lisa is the volunteer treasurer for his scouting group and his swim club. As well, she volunteers for the Canadian Cancer Society, the Vancouver Marathon and for many years, the Citizen's Crime Watch Patrol. In spite of her work and volunteer activities, Lisa still finds time to enjoy her family and friends.

Scott Henley, an "Air Force Brat" and his wife Linda of 39 years, reside in the Qualicum Bay area of Vancouver Island.
Public Safety and Non Profit involvement are not new to Scott. During his final twenty years before retirement, Scott was President of Henley Consulting Inc, a company that worked closely with owners of buried utilities and pipelines in several Provinces. Scott has also participated as a Board Member for a Hospital Facility.
In addition to being the Vancouver Island Representative for BCCPN, Scott is also a Board Member with Distict 69 COP's representing the Bowser Zone of that organization. He does regular patrols in his Bowser Zone, as well as new patroller training, Public Agency presentations and the occasional Traffic Re-Direction duty.

Andrea Levasseur lives in Squamish BC with her husband and 3 teenage boys. She is a watercolor artist and has worked as a web designer, makeup artist, cable TV news anchor, and has experience in teaching workshops, public speaking, singing and recording. Since joining Squamish COPS in 2003, she has devoted much of her free time to community policing, maintaining the COPS website, and training new volunteers. She hopes her passion for the COPS program will be infectious and motivate others to make a positive impact in their communities by working to reduce crime and the fear of crime.

Bill Loiselle Born and raised in British Columbia, Bill resides in Quesnel where he is semi-retired. He remains a Sales Representative for a two-way radio communications company and serves the City of Quesnel as an active ESS member (Emergency Disaster Response Team).
Bill Enjoys being an advocate and liaison for crime prevention programs and organizations. Currently Bill is President and Chief Supervisor of the Quesnel Citizens Patrol Association and a member of Crime Stoppers. He is proud to serve as the North-Central Representative for the BC Citizens Patrol Network. Having resided in the North for the past 30 years, Bill has an understanding of life and business in his region.
Bill is looking forward to continuing his volunteer work with Citizen Patrol organizations, RCMP Community Policing Liaisons and other Crime Prevention initiatives.

Signe Miller has served with the Creston Citizens on Patrol for 18 months, and recently has been appointed secretary. Her husband, Ken, is one of the founding members of the group, in 1999, and now serves as chairman.
Signe has served on many boards in her community in the past 20 years, most recently as secretary of the Creston & District Society for Community Living, and secretary of the Area B Advisory Planning Commission.
As a grandmother of two boys, aged 11 and 14, she has a vested interest in community issues such as combating drugs and vandalism.
Creston's C.O.P.s do regular weekend patrols plus provide patrols for special events such as the recent music festival. Our group does regular speed checks, parking lot surveys, and seat belt checks.
Our members are training in flagging, first-aid, and forming a committee to assist RCMP in educating the public to prevent break & enters.
As well, the Creston COPs have recently acquired palm pilots to assist RCMP in identifying stolen vehicles.

Dennis St. Aubin is a native of Montreal. He has been employed by ICBC since 1978, initially in the Claims Division and starting in 1995 as a Portfolio Manager for Auto Crime issues. He specializes in program development, as well as the compilation and interpretation of statistics. Since 2002 Dennis has worked on the development and expansion of the Bait Car program in BC. In addition to his work at ICBC, Dennis is a member of the Kensington/Cedar Cottage Community Visions Group, Dickens Community Group and a volunteer patroller with the South Vancouver Community Policing Centre

Cpl. Garry Cox is a 25 year member of the RCMP and is presently stationed at Oceanside Detachment in Parksville on Vancouver Island. He is in charge of Community Policing and Victim Services Section and also overseas two Community Policing satellite offices located in Parksville and Qualicum Beach. Since arriving at Oceanside Detachment Garry has expanded all existing crime prevention programs and developed several new programs which are being used in the local schools.
Garry also volunteers his time with other community programs in Oceanside and is on the Boards and Steering Committees for several local organizations. He chairs the Enforcement Committee for the Oceanside Crystal Meth Task Force.
Garry became involved with Citizens on Patrol while stationed in several previous Detachments throughout his career in B.C. He found that the program was an extremely valuable asset not only to the RCMP but also, to the citizens of the communities in which they serve. In Oceanside, he is working with the local Citizens on Patrol group to expand their involvement in the community and, to develop further training so they will be an integral part of the policing community. Throughout B.C. these enthusiastic and hard-working groups of volunteers deserve to be recognized and Garry's hope is that his work with the BCCPN will give him the opportunity to showcase their talents and dedication.

Vello Kleeband is a retired thirty year veteran of the Vancouver Police Department. While with the VPD he worked in numerous areas of policing, in particular, five years as VPD Citizens' Crime Watch police co-ordinator. During that time, Vello was responsible for the starting, and the continuous development of the Stolen Auto Recovery Program. SAR is now widely used by Citizen Patrol groups in British Columbia and Ontario. He was also responsible for the development of the volunteer selection and associated interviewing criteria, procedure manuals, application forms and liability waiver used by VPD.
During 1998 and 1999, Vello was part of the BCCPA's Citizen Patrol committee, assisting with training and the development of two operations manuals. During the last six years with VPD he worked as a Detective in the Vancouver Police Financial Crime Section / Computer Crime Unit. He is often called upon to provide information and presentations related to safe Internet use and Identity Theft. Vello continues to look forward to assisting the Association with its growth and its role as a leader in the area of crime prevention.
