Purpose and Role



Citizens Patrol Network

- to allow for improved communication and networking among volunteers and coordinators,

- to increase opportunities for Provincial recognition of local efforts,


- to provide promotion of promising practices for local or regional consideration, promotion of volunteer training opportunities and increased consistency across the Province.


-to develop program information to assist in program delivery including manuals and brochures;


-to develop resources to assist police administrators;

-to facilitate access to program resources such as vests, safety equipment, radio equipment and computers, and

-to develop networking resources such as a web site and newsletter.

Citizens Patrol

-encourage dedicated community volunteers to be of assistance to the Police by patrolling designated areas to observe any possible criminal activity.

-by being an extra set of "eyes and ears", the patrol is able to assist in the deterrence of crime in this community.

-the patrol is not designed to replace the regular police but allows the police to be able to direct their focus to other areas of potential crime

- the patrol operates and is supervised under the direction of the (NCO or OIC) of the RCMP or Local Police Force.

-volunteers will not arrest, or take any police action (unless requested by an officer)

- the volunteer's safety is of the utmost importance

Committee Mandate top

The BC Citizens on Patrol Network operates under the umbrella of the BC Crime Prevention Association. The network should consist of Citizens on Patrol volunteers and partner organizations. The network meet a minimum of four times per year, ideally with the following representation:.

1- BCCPA BOARD member
1- BCCPA Staff Liaison
1- RCMP members ('E' Division or local detachment representative)
1- Municipal Police representative
1- ICBC representative
7- Community Citizens on Patrol representatives (endorsed by local groups to serve) from the following regions


-Kootenays
-Thompson/Okanagan
-North/Central BC
-Vancouver Island
-Fraser Valley
-North Shore/Sunshine Coast
-Greater Vancouver
